Over someone that got shot by police, then over the riot developing its own momentum, as people see opportunity to take things, or just get caught up in the craziness around them. This isn't about budgets, most of the rioters have no idea about budget numbers.

These tapes display the graphic details of the attacks, some of which were racially motivated. We also spoke with someone who could put that part of the story in perspective. Most callers tell dispatchers they see a racially motivated melee. One caller told dispatchers, "A whole bunch of black dudes f----- jumped on me. I'm bleeding all over." West Allis Police recently released a statement on what took place at State Fair on opening night. They say there are currently nine assaults, one robbery without a weapon and one attempted robbery with a weapon being investigated. Investigators are cooperating with the Milwaukee Police Department to identify the people who perpetrated the opening night crimes. The suspects have been described as African Americans. The victims were either Caucasian or Hispanic. Additional police officers will be deployed in the neighborhoods surrounding State Fair. West Allis Police call this their Closing Night initiative. They have also installed several new cameras at key points surrounding State Fair Park. The West Allis Police Department released a timeline outlining the calls for support made that evening. State Fair Calls For Support Timeline (time stamp is in military time) 22:48 ~ State Fair P.D. advised us that they shut the park down early because of a large amount of fights. They report large groups of people leaving the grounds. 22:49 ~ Walgreens reports lots of people in the area. 22:59 ~ 9-1-1 call received in regards to group of 25 black youths assaulting State Fair worker around 81/Greenfield. 23:00 ~ 9-1-1 call received in regards to fight at front entrance of State Fair. People are everywhere. Groups of people chasing white people. 23:01 ~ Call received indicating people are leaving State Fair and heading to 84/Greenfield. 23:08 ~ State Fair P.D. reports that people are walking on cars near 84/Schlinger. 23:10 ~ Groups jumping on cars at 84/Schlinger. 23:11 ~ Angry mob, fights, wrong way drivers, people running in traffic, at 84/Schlinger. 23:12 ~ Fight at 1000 S. 84 St. 23:14 ~ Kids obstructing traffic and hitting cars. 23:15 ~ Person assaulted and has a knot on the head at 84/Schlinger. Witnesses said the group of African-American teenagers ran through the parking lot and banged on cars, attacking only vehicles with white people inside. One witness said the mob pulled a kid from his bike and beat him in the street. Others said the teens looted the Midway games and stole prizes. "We did make several arrests--under 10, as far as I know," said Lt. Chad Evenson of the West Allis Police Department. ?Two witnesses said the attacks appeared to be racially motivated, although Evenson would not say whether the police department agreed. He also did not know how many people had been hurt. Here is one harrowing witness account of the rioting: "I saw them grab this white kid who was probably 14 or 15 years old. They just flung him into the road. They just jumped on him and started beating him. They were kicking him. He was on the ground. A girl picked up a construction sign and pushed it over on top of him. They were just running by and kicking him in the face." Then, Eric talked about trying to get out of the car to help the victim. "My wife pulled me back in because she didn't want me to get hit. Thankfully, there was surprising a lady that was in the car in front of me that jumped out of the car real quick and went over there to try to put her body around the kid so they couldn't see he was laying there and, obviously, defenseless. Her husband, or whoever was in the car, was screaming at her to get back into the car. She ended up going back into the car. Call after call came in to the 911 dispatcher, each sounding similar but adding a new story: "Hi I'm calling because my kids came from the state fair and they were attacked by a group of black people that opened the car door and started punching them," one woman tells the dispatcher. Then, another caller: "Hi, uhm, there was like 25 black kids that were trying to jump a State Fair park worker," a woman says. Meanwhile, West Allis police say race did play a factor in 11 incidents they're investigating from that night, including nine assaults, and that it might still charge some of the incidents from that night as "hate crimes," according to Milwaukee radio station WTMJ. Many of the tapes, which were obtained by WTMJ, sound like echoes of each other. VIDEO OF THE VIOLENCE: *Cell phone footage WI State Fair wilding [VIDEO]* One caller just after 11:30 said he "just wanted to make sure somebody got to the kid who was getting, just, pummeled on the side of the road." WTMJ Milwaukee Police dispatchers were overwhelmed by reports of violence. ?"The African Americans that were beating the hell out of him pulled him up off the sidewalk into the bush," he says. And then: "And the security guard, the African American lady that was working that gate, her ass needs to be fired, because she didn't do a damn thing. She just stood there and watched." In another tape, a man who sounds drunk or dizzy tells the dispatcher he was jumped and beaten, and eventually turns his rage on her. "Yeah, there's a group of African Americans that are walking down 75th Street, going north, that thought it was okay to have a law abiding citizen walking by... and they just jump me, what?" "Do you need an ambulance, sir?" "No I don't need an ambulance. I'm bleeding but I don't give a shit." "Do you want an ambulance?" "No I don't want a fucking ambulance. Send some squads, arrest these people." "We have squads all over the area you're going to have to walk up to an officer and find one." "Walk up to an officer? I don't see an officer anywhere what are you talking about?" "We have about 20 squads all around the general area." "I mean this is what I gotta go through, I pay taxes and I'm walking down the fucking street -- really? -- and this is what the fuck happens, some stupid fucking black motherfuckers, they think they can just punch people, really?" Wisconsin State Fair police arrested 23 people during the violence, all but one of them between the ages of 15 and 20, and West Allis Police arrested another seven. Police reports from the incident are expected to come out later today.

Of that $28.8 million, “approximately $8.5 million will be used by 25 New Access Point awardees to target services to migrant and seasonal farm workers,” Health Resources and Services Administration (HRSA) Spokeswoman Judy Andrews told CNSNews.com. HRSA is a part of HHS. Andrews said that grant recipients will not check the immigration status of people seeking services. “Health centers do not, as a matter of routine practice, ask about or collect data on citizenship or other matters not related to the treatment needs of the patients seeking health services at the center,” Andrews said. Further, the grant recipients are required to serve “all residents“ who walk through their doors.
