I do not know what Hokkaido Bank's creditors will get. I certainly doubt that BOJ will bail them out. Small depositors will probably be first to be made whole. As for Hokkaido shareholders, they certainly got no help.

Hokkaido Bank is not a top 20 bank. It is small enough to fail.
The market liked the fact that it was allowed to fail. The shareholders took the hit, which is as it should be. The government has no business guaranteeing the safety of every bank, nor does it have the means to do so IMHO.
