Need to increase social services. Everyone unemployed should be given a title and a desk and a weekly check. Either at the state or city level. They could help distribute the doles. Then they could be taken off the unemployment lists and added to the umployed list. We might even achieve 5% unemployment under this method. Of course there will always be a need for those that need the financial help otherwise there would not be a need for that many social workers. Have to be very careful not to kill a good thing.
