i admit partial and maybe total ignorance, but i remember back when bush started spending way too much on some big programs in the early 2000s. i always believed rove was the guy behind that push of bush. my personal theory back then was rove advised bush to spend on some things the dems might/would like, and thus seek to neutralize some dem criticism (get some political points). i would be not displeased to see rove fade away. i do think rove was a likely culprit in bush's bad spending habits.
