If I accept a credit card, I take personal responsibility for any debts incurred. I have never carried a balance on my credit cards. When I have needed money I took out a loan at my bank. They do require collateral but the interest rate is much lower. If a bank is facing a loss because they gave a credit card to someone with questionable credit then it is their responsibility. If they do too much of this they will go out of business. The free market regulates it. The governments role is to take control of banks when they become insolvent because of bad loans. I am happy with the way the FDIC has operated. I think Sheila Blair did a better job of running her agency in the financial crisis than anyone else in Washington.
