Which means its going to generate an insignificant amount of money. Combine that with the fact that the very rich already face the highest marginal income tax rates, and have more ability to take advantage of tax loopholes, and more incentive for and ability to engage in tax avoidance, evasion, and lobbying for tax breaks, it could even reduce revenue.
