That was obviously one of S&P's conclusions and complaints (that resulted in their issuing a downgrade).

They stated that they believed the Bush cuts would be extended (in whole or in part) and that this would greatly worsen the deficit. (Add well over a Trillion dollars to the deficit over the next decade.)
