Not to an unusual degree, unless you have a limited window of time when your considering the records.

The wording that I quoted was perhaps a bit strong, it jumps quickly to "lie" and "fraud", when there are other possible explanations, but whether or not it was deliberate a subset of the records for drought and tornadoes was used, to try to claim things are now the worst ever, when looking at the whole record shows the claim to be false.
