Instead of the miners only having to sell 50% of their production to the Venezuelan Bank they'll have to sell 100% probably at a pretty unfavorable price until Hugo drives them out like he always does. Then the government will take over the operation of the mines and production will crater.

What's more interesting in the short term is that Hugo wants to repatriate Venezuela's gold from deposits in banks around the world starting with JPM. If that gold has been lent out unbeknownst to Venezuela and JPM has to start replacing it..........

That usually means that the state takes over all mining operations and runs them, usually not well. In this case, there seems to be only one official non-state mining company, and a ton of artisanal miners, who usually destroy the environment in the process.
