So incorrectly calling on thing a folly, means nothing else ever is?

One can argue about whether or not HSR can be done in a cost effective manner in CA, with todays technology, economic situation, population distribution, and available alternative transportation methods. Perhaps it can be done in a cost effective way, I have my doubts, but I wouldn't rule out the possibility. But whether or not it can be cost effective, it isn't being done that way. Even if its just poor management and execution of the project, rather than a lack of viability of the idea, its still a boondoggle.
