It is late and I am drinking but I do not want to pass this by with out a comment. I was a Navy recruiter in metro Detroit in the early "90s. The culture they are raised in is toxic. The kids just do not know what they do not know. It is like pre Columbus, everyone knows the world is flat. Sorry I cannot express it better, I am not eloquent even when sober.

For many this is the rejection of "the man." A refusal, at every level, to be involved in what the white man has to offer. Or what the white man is requiring of them. It is a culture leftover from slavery. Treat them harshly for their attitude and you fulfill the "master" part of the culture. It's attractive to react harshly. But doing so perpetuates the problems rather than fixes the problem. I think it would be interesting to try to teach such people that they are trying to act like slaves in rebellion. edit .. The rebellious slave is a hero to his fellows.
