Do you assume, for some reason, that every person who doesn't pay federal income taxes votes for Democrats? I know at least two who don't.

The whole s in the g meme sounds logical, but it's just wrong. People will tend to vote the way they want to vote, regardless of whether or not they have to pay a few dollars in income taxes.
