Geez, maybe he looked at what the long-run costs and liabilities to his state taxpayers would be? The federal government is like a pusher trying to get the kids hooked. Maybe there's some wisdom in looking out for his own constituents and the United States in general.

Truly damned if he does, damned if he doesn't.

We see Michele Bachmann and Rick Perry criticized for taking federal funds and now Rick Scott is criticized for not taking them.

As others have pointed out, there's no such thing as No Strings Attached money from the government. So maybe he weighed the pros and cons and came up with "we can do just fine on our own".

and maybe he has principles about where to draw the line between state and federal responsibilities.
