HWY 12 is frequent washed over, even in a strong nor'easter. I too was here for Fran, and I recall that most damage came from inland flooding. Lost our beachstairs and gained a 20 foot dropoff to the beach. Also many of the old old banker houses in Nags Head were completely washed away.
