Yes..

I have a simple solution, being somewhat involved...

Have all underwater loans written down to market value at current interest rates... If the homeowner can qualify.

Add a caveat that should the property be sold for a profit the original note holder be reimbursed out of said profits to the tune of their write off.

No government involvement and a bottom to the market begins to establish itself.
