The CIA redacts heavily without any reason behind it. Dealing with their publications department is a nightmare because the writer doesn't know who he's dealing with or the reason for the redactions. You can't talk to them and you can't ask why they they redact the way they do.

Reza Kahlili had to threaten to sue (through his lawyer) because of all the ridiculous redactions. Even though he no longer works for the CIA, he still has to run all his articles through their publications department.
