I agree. And I think easy to solve and they just didn't see it.

Let people with good credit and a job refinance 1sts and 2nds for home owners at 4% regardless of appraisal. Just exchange one loan for another.

That would cost little and allow many people to keep their homes and put a lot of money in other peoples pockets.

And most of those loans would be good and they would have a new paper trail they could follow and it would create valid collateral.
