That sounds like a major oversight in their ranking for Norway. Afghanistan is ranked last or 164 on the chart in the surveyed countries, but some African counties aren't listed. In the PDF they do say Somalia is 168 although it isn't on the chart and there are 4 other countries with insufficient data that aren't named for a total of 172. When you get down to the bottom of the list they are all hell on earth, but there is only so much that can be done for them. Getting back to Afghanistan it really begs the question how can you change a place like that. * * *
