Rick Perry states that he believes in intelligent design. It has been said that he supports it being taught alongside evolution. (this is hearsay as I read that here on SI). Intelligent Design has no place in a scientific discussion because there is no way to disprove it.

This is not to say that ID is false. In fact, in my mind, the idea that the spark of life came from an outside intelligent force is just as valid as the idea that it happened by chance.

If Rick Perry were to support legislation that allowed (or mandated) that ID be taught in public schools, this would be an example of what it means and how it would happen. (not saying that he would, just answering your question).
