Well you're not going to like my answer - but being honest I'll give you one; We need to somehow get the real entire cost of energy into the product being made or used. Today the government - our government - subsidizes the cost of oil. Anyone who thinks the cost of wars in the ME is anything other than for the protection of our oil supply is nuts. So those guys with huge trucks that can't even hold a sheet of plywood because of their pretend ting weeny truck beds - and take up four parking spaces - get a higher subsidy from the government than those who don't need the ego boost of driving a hummer. .......There are huge incentives to lower our use of oil - not the least of which is that with one hand we shovel money at them while they then buy guns (or airline tickets)and shoot back at us.
