Free trade has been accomplished through free trade agreements.

This is nothing but pure naivety. You cannot expect to have free trade without agreements. Even with agreements we have countries that either find loopholes in the agreements or simply ignore them. To do as you say would simply strip us bare while other countries prevent our products from being exported excpet perhaps products we can only supply. You will not have free trade.
