With the very considerable help of a Republican Congress (which we don't have at the moment). Compare Clinton's spending proposals before and after the 1994 midterms. Clinton also had the VERY considerable help of the Social Security surplus, which was simply folded into the General Fund and spent. Social Security is running a deficit now.
