Not "Congress blah blah". Republicans. Then give your plan. But first, before you do any of that, hit them with Irene and FEMA and Irene again, and maybe Katia by then (where went J?), and then Irene again. Not Congress. The R's. Maybe Cantor. Be partisan. Campaign season has started. Yer a lame duck until the election, so why be nice? If he reschedules, they win again. Got him where they want him.
