I don't think it is guilt. He has more money than he can ever spend and his heirs are well provided. He is short sighted in not considering those on their way up or scraping by with kids in college etc. I believe he would like to be remembered like the huge industrialists of the last century who left vast trusts. He won't be remembered for playing Bill Gates and giving his money to Africa and other corrupt places. He knows his days are numbered now. Maybe you are right and he is trying to get through the proverbial "eye of a needle".

However, politically he must feel guilty

My take on Buffet is that he made a fortune mostly on a simple formula (buy solid companies selling for half of book value) and things took care of themselves. That formula has worked over time regardless of politics (until recently) and Buffet is clueless about politics. He's behind the curve now and it could end up biting him in his ignorant ass. When success is all you know, you're usually blind to reality.
