The first and most important effect of putting the SS surplus "in a lock box" would have been that the government would no longer be able to add the SS surplus when figuring out the deficit. No more fake "surpluses". I think it would have been an important psychological effect.

The second would be that the SS surplus could now be viewed as a pension fund, and like all other pension funds, it could be invested to maximize returns rather than buying exclusively Treasuries.

This discussion is unfortunately academic. The opportunity for a substantial real SS Trust fund is gone. This year the government gave out more SS benefits than it received contributions.
