I think there are probably enough self-employed, contract workers and retired people to make a pretty good dent.

The real problem is getting a group of people to actually do more than flap their gums.

Prior to going on strike Ayn Rand style, a possible solution might be for tax-payers to form an independent union. You would want to exclude tax-payers that worked for the feds or state government.
