Bush took Clintons surplus and gave it to his rich friends saying they deserved it

Although the rich got a great deal from the Bush tax cuts, two thirds of the tax cuts went to households making less than $250K a year, which is Obama's definition of the non-rich. That's why a partial repeal of the Bush tax cuts for those making more than $250K only results in $800B in revenues instead of $2.3T if ALL the tax cuts are repealed.
