How is some congressman spouting off the Administrations fault.(?)


This is a tactic used by both sides. I would say that the answer is the same as how Abu Ghraib is Bush's fault. (or any number of other events that occurred during Bush's tenure where he didn't have any direct involvement or knowledge).

In which the answer is one of two options.
1. It isn't, it's just more partisan politics
or
2. Because the administration cultivated a culture that allowed such behavior.

or...is there a 3.????
3. A little bit of both.
