They must have bought low-bid panels from a second or third-Tier manufacturer. Buy quality, from a company that's been around awhile, and you get a 25 year warranty.

The WSJ article you excerpted simply has it wrong. The 10 to 15 years
referenced must be to some type of manufacturer warranty. Even if it were
true, with the glut of excellent solar panels on the market today that would
last 25 years, and that are very competitively priced, you'd have to have
your head examined to buy solar panels that only lasted the significantly
shorter period of time.
