Yes, it's the breakdown of the unique OS versions that access the Android Market in the preceding 14 days. Maybe you can make the argument that the metric is biased against Honeycomb users because they, as a class, never bother going to the android market because there are no Honeycomb apps. I've personally noted the number growing monthly from 0.3% to 0.6% to 1.3% to 1.4%. Whatever it is, it's consistent.
