Only if

1) There are no tax cuts
2) There are constraints on how the R governors can use money to the state.
a) Can't use government money to balance yer books, Good Hair.
b) Money for jobs for public employees must be spent on jobs for public employees.

A lot of it went to state and local government to make up their gaps and tax cuts... How much of the stimulus was actual spending by the federal government?
