Massachusetts (Romney Plan) has almost everybody insured but Texas, under Perry, has the highest rate of uninsured in the US. Massachusetts also had the Bush recession.

I think that Massachusetts reduced the percent of uninsured while Texas increased the percent of uninsured. Romney Care has worked.
