The majority of scientists don't know anymore about the subject than an average lay person. Further, most work in academia or government (politically charged environments) and are subject to adverse action on their careers. We've seen journal editors forced to resign for allowing heretical articles to be published. We've seen that Gore had around a decade as Senator and Vice President to browbeat department heads and install an idealogical regime of correct thought in the federal scientific bureaucracy. Lindzen (who has tenure at MIT) and others have testified to the power tactics used in suppressing skeptical views.
