Kenneth E. Phillipps claims:

Do you have a source for that claim or did you just make it up? The first place I checked had Houston at 17th. In several other sites they were a little higher but the one thing that remained the same in all of them was that 5 or 6 cities in California ranked ahead of Houston in pollution.
