It's very possible there were political payoffs involved. And I agree, if you think the government doesn't do a very good job picking winning companies and winning technologies. The right way to do it, is to have a level playing field, competitive open bidding, and a totally transparent process. Make public a set of benchmarks, and whoever meets them, gets the money. If they'd done it that way, they wouldn't look so stupid now. They didn't do it that way. They rarely do.
