I would set a percentage of GDP,say 10-15% maximum to provide most services of government other than social security and health and have it funded by the wealthiest 10%.I would then do away with SS taxes and put a value added tax or national sales tax to cover SS and Medicare/Medicade.They would never be privitized.All Americans would pay VAT.We would then allow the people to set the level of benefits and VAT tax.If they want people to retire at 62 all pay more.If they want to continue to give their loved ones intensive rehabilitation 2wks prior to death they would pay more.If they want alcoholics,personality disorders and most of Puerto Rico to be on SS disability then all would pay more.Services would remain under the government so that voters would set the ultimate tax and services received.When money for health became limited a lot of waste would go
