Joe, Social Security is a great business model for a retirement system. Businesses should adopt a similar system for their employees. Pay retirement benefits from money taken from current employees. Wait a minute wouldn't that be illegal? When passed wasn't it considered an investment and suppose to acquire interest or earning from that investment. However, Congress placed IOU's into the SS and borrowed from the investment, but, did not pay the interest on the borrowing. Perhaps some CPA, financial advisor on this site can shed some light on this subject.
