2012? Yup. Spitzer, on Olbermann, sez the R's will love it. Tax cuts for business and cuts in Medicare. Then, next year they can say, "We tried it your way for 4 years and it didn't work." (No, Obama tried it your way for 4 years and it didn't work). Extending unemployment is a nice lifeline move, but it's not a jobs program. Summer jobs for kids is a nice social program, especially just before an election, but it's not a jobs program. I think, if it passes, it would be lucky to change unemployment by more than 0.5%. In the meantime, the "bankrupt" social security fund is taking another hit.
