If Chris Matthews says Social Sercurity is a Ponzi Scheme then I know for sure it is not a Ponzi Scheme. Chris Matthews has yet to be right about anything.
You see a Ponzi Scheme is set up to defraud the people who invest in it. Social Security was not set up to defraud anybody .While in the future it may be under funded it's main purpose wasn't to defraud.but to aid. Unfortunately because of declining birth rates and increased life spans social security may find its self under funded. It is an United States Government Agency with unlimited potential for unlimited funding through the United States Government which a Ponzi Scheme most definitely does not.
