It is truly hideous, and it's not small. It is a Mexican pagan god.....called the Plumed Serpent (IN ENGLISH). It's called Quetzalcoatl in Mexican.

There has been a lot of controversy about putting it in what used to be a beautiful park which is right in what most consider the heart of the city. Of course, there was never any doubt who would win.
