Sure the non-participation means something ... but so does the interpretation the results. The EPA is part fo the government and we're supposed to be able to influence our government. When people are being screwed by the EPA they have a right to try to stop them from screwing them and that's not even inappropriate. We don't live in an EPA scientist dictatorship.

No, I don't have to count heads and prove every one of thousands of alleged climate scientists were personally complicit in climategate. Showing that IPCC lead authors and lead agency heads were is enough. Those folks control most of the research.
