It depends on the market circumstances. Gold generally performs better either when there is fear in the market (case #1) or during a PM sector decline (case #2). GDX generally performs better during a PM sector rally when there isn't fear in the market beyond the usual wall of worry (case #3).

Take the period from July 1st thru the present.

7/1 - 7/25, both GDX and GLD rally while SPX is benign... case #3, GDX outperforms GLD.

7/25 - 8/7, SPX plunge injects fear into the markets... case #1, GLD outperforms GDX

8/8 - 9/8, SPX plunge ends, fear dissipates... case #3, GDX outperforms GLD.

9/9 - now, PM sector decline... case #2, GLD outperforms GDX
