Based on what you have said the facts are, it is a close question legally whether or not there is a pattern of discrimination in effect. If in fact this Charter school is only recruiting in places that are predominantly Muslim, and if there is a pattern of discouragement toward non-muslim enrollment, then that presents a situation that could be held to be de facto (in fact) religious discrimination by a court (no matter what the school's paperwork and charter may say) . I say again; if you want it legally scrutinized bring this to the attention of the ACLU. The least it could do is cause the school to expand its enrollment methods.
