I am very familiar with the situation you mention. And area that also need to be looked at is "social promotions." Yes keeping a student back is a waste of public money. But moving them forward without meeting the standards is like sending out goods from a factory that is defective in that it has failed to meet the Quality inspector's approval.

So another area that we could emulate the system overseas including that of Great Britain is to hold back students. And that could serve as a deterrent for those parents who encourage their children to go out and work at the expense of doing their homework.

As an ex teacher myself, I always felt for the most part having a random mix of teachers who span the political and philosophical spectrum is best for the students as it is a natural means of preventing dogma and allowing students to see a cross section of ideas.

I believe the most important thing we could do as a society regarding education is provie free education from 2.5 years to a PHD, like they do in many countries. I don't think it is possible for a society to put more money into eduction than that society will get out, in production for the society by the educated mind.

A highly educated populace, besides producing more and have less reliance on the welfare state, will also reduce crime, be more careful about the environment, be better able to face the technologial revolution, including the impending human singularity (about 30/35 years) and the consolidation of the worlds political entities as the future dictates, IMO e.g the UN.

First and formost we need to fund lots of schools including more community colleges and medical schools. And make sure tuition is free or at least afforadable as it used to be.

And we need special help for kids with problems like dyslexia.
