You're describing the hurdles in the "developed" world. Wonder if that post of yours would have to be changed if China was the subject.

While Europe has been running from nuclear power because of Fukushima, not many have focused on the fact that Fukushima was 30 years old, was badly sited, and that the Japanese are not very good at improvising in crises, as they showed at Midway.
