BRICS are really after; they want to force a new correlation of forces at the IMF. To this end, why not undermine the power of the US dollar a little further, and to defy Europe a little more forcefully; but without betting on the US dollar, or the euro, or both, crashing. Sun Tzu would give it the thumbs up.

They are trying to artificially increase GDP. Japanization comes to mind.

In the 80s I was in Germany it was like this: They had cobblestones streets and asphalted during WWII reconstruction. Then they took the asphalt and put back cobblestones.

I asked my German friend: Why put the cobblestones back? He said it was because it was in vogue a retro nostalgia sense among the people. I thought it was more a job for the boys scheme for the municipalities.

Then they went there and bought the former DDR. Eastern Germany provided a decade of economic growth financed by the solidairity taxes.

Now Germans found another scheme to keep economy moving: Dismantle one type of power generation and build another.
