Corruption is corruption, regardless of where it is located.

What TRULY is important are the political and legal mechanisms available, and implemented, to stifle it.

There will always be some measure of corruption, given that people in positions of power are prone to abuse and exploit their authority for personal gain. Power corrupts, but absolute power corrupts absolutely.

But as Maurice correctly pointed out, if the people of country have no means of ousting/punishing those corrupt officials, their only recourse is insurrection.

One of the real issues is when cultures like China and Japan, based upon "saving face", create a situation where they cannot back down from their foolish decisions, admit they made a mistake, and reconcile and compromise. They just keep upping the anty until those on the other side have no recourse but confrontation.
