bernanke is designated by his sponsors, nominated by the potus, and confirmed by congress, but is answerable only to his sponsors, as his successor also would be

the sponsors of the fed chair are answerable only to themselves and their machine, and answerable to no one else

whereas the chinese central banker is answerable to the politicians who in turn fear the people they rule over as well as serve

the american govt machinery is very un-fearful of the people they rule over

if by 'paying' you mean a sharply rising standard of living, i would guess not ;0)

as re to roi, the roi is fine, and one can see the roi simply everywhere relative to same everywhere 1, 2, 5, 10, 15, 20, 25, 30, 50, ... 200 years ago.

the trend is a friend, especially as the trend asymptote approaches to that of 6-800 years ago, to the natural mean.
