Isn't that the only budget he ever signed since he has never submitted one of his own?

That is misleading ... the 2009FY budget was submitted by bush and covered the period from october 08 to september 2009...it was basically in place when obama took office...in january of 2009 the CBO issued an estimate that the budget deficit would be $1.2 trillion that year...
