under rule-by-making-up-laws universal suffrage the elites are hiding behind a facade of universal suffrage, and as and when the sheet hits the fan, the elite can meander down the same street they just caused to be bloodied and say, "gee, what happened? look what THE elected folks did.", whereas in china the elite would have to run or die, because there is no rule-by-making-up-laws universal suffrage to hide behind. the difference is a matter of degree in satisfaction as and when the elite go overboard in looting. the truth that elite loot in china and america is common.
